Staining and sealing untreated wood?

Hello, I am making an above ground pond with untreated wood under a pond liner. I am wondering, should I stain my wood first and then seal, or seal it and then stain? It is douglas fir if that makes a difference, the main thing is to make it water resistant because of the sprinklers!
