OK we have a teenage daughter and she has been grounded several times for these same things!?

She sneaks the phone at midnight after already being grounded for weeks at a time, after writing hundreds of definitions of respect, and after no tv, no phone, and not being allowed to come out of her room! Whats the next step?? new defintion every time? any help??
