Does he like me or thinks that i am just a friend?

It sounds like he is attracted to you, but is unsure. It could be because you two are close friends and he doesn't want to have a chance of hurting your friendship. You could ask him sometime if he wants to hang out, not necessarily as a date but to just to see how things go. You could try and flirt with him some also but just enough to tell if he really flirts back and if he does then see how things go from there. BTW I'm a guy and the way you are describing his actions sounds like me when I liked my best friend. I hope this helps some.
